ATM’s strategy continues to be based on three main strategic pillars: operational efficiency, business expansion, and sustainability. These pillars remain the reference framework for the Group’s development and have been confirmed for 2025, in line with the objectives set and agreed upon during the review of the Industrial Strategic Plan approved by the Board of Directors in July 2024.
The update of the Plan has made it possible to refine in particular the timing of implementation of strategic initiatives, while maintaining unchanged the fundamental guidelines and focusing action on sectors with greater economic and reputational impact. In this context, three main lines of intervention have been identified to achieve ATM's strategic objectives:
- Development of a multi-year real estate plan oriented towards the enhancement of real estate assets, the regularization of assets under concession and the disposal of properties no longer functional to the Group's strategies. This plan saw its first full year of activity in 2025 and enabled the execution of two deeds and two preliminary purchase and sale agreements;
- Enhancement of commercial assets through collaborations with specialized partners, in support of station redevelopment investments, within the scope of the Milano Metro Retail project which provides for the twenty-year management of all retail spaces in the stations and their relative modernization where necessary, and the complete restyling and redevelopment of the mezzanines of 9 prestigious stations on the M1, M2 and M3 metro lines;
- Promotion of innovation and smart mobility, through the adoption of new technologies, the launch of the new ATM app (released on the market on December 16, 2024 as the first release, but which saw the implementation of subsequent releases in 2025 with increased functionality) and the development of the Smart Hub project, aimed at transforming parking lots into multifunctional spaces with added value for users.
Among the strategic initiatives with the greatest impact on sustainability, the Full Electric Project is confirmed, which provides for the transition of the entire bus fleet from diesel to electric, with the objective of avoiding, at full capacity, 75,000 tonnes of CO₂ emissions per year.
In addition, in view of the expiration of the Service Contract with the Municipality of Milan scheduled for December 31, 2026, ATM has implemented a project financing called "Mobility Project", adopted as an implementation tool for the initiatives of the Group's Industrial Strategic Plan. This project aims to define interventions in the infrastructure, environmental and safety sectors, as well as the management of integrated mobility services relating to Lot 1 of the Basin of the Metropolitan City of Milan, Monza and Brianza, Lodi and Pavia. The proposal was filed on December 18, 2025 with the Public Transport Agency of Milan, Monza-Brianza, Lodi and Pavia and with the Municipality of Milan. A response regarding the proposal is expected in the first months of 2026.
